Crackdown takes place in the fictional metropolis of Pacific City, whose several districts and areas are divided among four small islands. The city is controlled by three crime organizations: Los Muertos, of Central American origin; the Eastern European gang, The Volk; and Shai-Gen, from East Asia.
Normally, a police-like organization called the Peacekeepers kept the city under control; their forces, however, were overwhelmed by the sudden rise in crime. The city, therefore, sought additional help from "The Agency", an organization that operated cybernetic soldiers, and is located in the central part of the city. One of these cyborgs, "Agent", is controlled by the player; he works for The Agency, and is tasked with systematically bringing down all three organized gangs, while keeping both the populace and Peacekeepers safe. The Agent's actions are continuously monitored by The Agency, and its Director (voiced by Michael McConnohie) provides continuous reports to him of his progress.
[edit] Goal
The main goal of the game is to defeat all three gangs by klling their six Generals and the Kingpin of each gang. In theory, it is easier if you tackle the gangs in the order listed in the first paragraph above, and if you take out each gang's generals before the kingpin of the gang. However, because this is an "open world" ("sandbox") type of gang, you can tackle them in any order you wish.
[edit] Strategy
Here's a tip for starting the game: Find a Supply Station where you can replinish your ammo, then run around on the streets looking for bad guys to kick to death and if you get killed in the process, it's no big deal like it would be if you were near the end of a mission. This builds up your strength/health (get it to 2 stars) so that you can take more abuse without dying. It also lets you kill baddies by kicking them, thus saving ammo.
For example, with 2 Strength/Health stars, you can run into Jose Guerra's HQ kicking guys to death and working your way up the stairs to Guerra. You can actually kill him and all his surrounding troops with nothing but kicks. The advantage that kicking provides is that you are normally constantly running around, and thus harder for the bad guys to shoot while you are killing them each with a single kick. In fact, if they are bunched up, you can kill 2-3 guys with a single kick.
Once you get 2 stars of Strength/Health, you will want to concentrate on building up your gun skills (by running the streets shooting hostiles) and your agility (by jumping up on buildings for the green orbs).
After you have 2 stars in each of these areas, you should have little trouble taking down any of the Los Muertos generals. The driving skill doesn't really play a significant role in this game.
