Thadeous Oakley is the public relations director of the Shai-Gen Corporation. He is responsible for promoting 'the message' to Pacific City's citizens. Oakley is located at the Exhibition Centre in the Corridor.
Gameplay[]
It's a dome-shaped building in the northeast corner of Pacific City, connected to the streets by a tunnel underneath an artificial lake. The purpose of the building is to brainwash citizens into believing in Shai-Gen's message. Shai-Gen vehicles, such as 6WD SUVs, can be found in the lobby of the exhibition center.
There are two ways to enter the building: the aforementioned tunnel entrance with Enforcers flanked on both sides of the tunnel wall. Unless you aren't already under attack or don't provoke them, they will not attack you until you reach the other side of the tunnel. There is also a rear entrance that comprises of following the wall to the rear of the dome, before finding one of several doors in. Little to no resistance will be found until you enter the building.
There will be a handful of Enforcers in the lobby itself. Locate a bridge that separates the lobby and a small corridor full of Shai-Gen soldiers. Proceed to find a spiral stairway that leads into the inner room where Oakley resides. Enforcers, the Shai-Gen soldiers wearing red headgear, are the only other enemies you will find. They will keep respawning until Oakley is dead. Upon his death, the remaining Enforcers no longer have his knowledge of brainwashing citizens and will eventually fail, weakening the corporation's vital PR department. This is depicted in the dossier when angry citizens storm out of the center and back onto the streets. This will also reduce the number of reinforcements found in the Tower.
